Fidget is a controllable wiggle preset for After Effects. It has the usual amplitude and frequency controls, plus a Wiggle Amount slider, so you can animate layers in and out of the jitter.

Included in the download is a README file covering installation, controls, useful notes, known limitations and license details. Worth a quick look before shouting at the box.
